Hangbou Oeng is a communications and development professional with 5+ years of experience in strategic communications and program coordination, with a mission to empower MSMEs in Cambodia in digitalization and growth. He holds a Master of Entrepreneurship from the University of Melbourne as an Australia Awards Scholar. His research interest is in Digital Policy, examining the structural conditions for inclusive MSME digitalization in Cambodia, with a particular interest in rural connectivity, behavioral sustainability of digital adoption, and demand-informed policy design for enterprises to contribute to the digital economy.
